FAQ

Rental minimum standards (Victoria) inspections in Tarneit: common questions

What are the rental minimum standards in Victoria?

Fifteen requirements in Schedule 4 of the Residential Tenancies Regulations 2021: bathrooms, electrical safety, heating, kitchen, laundry, lighting, locks, mould and damp, structural soundness, toilets, ventilation, vermin proof bins, windows, window coverings and window covering anchors. Every house, townhouse and unit let in Tarneit under a residential rental agreement has to meet all fifteen.

When does a Tarneit rental have to meet the standards?

Before it is advertised or offered for rent, which has been the rule since 25 November 2025, and on the day the renter moves in. The standards cover agreements that started on or after 29 March 2021, and older agreements once they rolled over to month to month after that date.

What is not included in a rental minimum standards inspection?

We do not certify electrical safety, carry out the two-yearly gas or electrical safety checks, or do the annual smoke alarm check; those belong to a licensed electrician or gasfitter. We do not commission or test appliances, test for asbestos or mould species, inspect for timber pests, or open up walls, floors or ceilings. Rooming houses have their own standards and are not covered. Anything we could not reach on the day is listed in the report.

Who signs off the electrical safety standard?

A licensed electrician. The standard asks for a modern switchboard with circuit breakers and safety switches, and only an electrician can confirm it complies. We photograph the switchboard and record what is fitted, so you know before the electrician arrives whether work is likely.

What happens if the property falls short?

The report lists each standard as met or not met, with photos, and a fix list for every shortfall. Fix the items, book a reinspection if you want written confirmation, then advertise. A renter who moves into a property that does not comply can treat the fault as an urgent repair or end the agreement before moving in, and the Consumer Affairs Victoria Renting Taskforce can issue fines.

Do the standards apply to townhouses and units in Tarneit?

Yes, all fifteen apply. The one concession is for apartments, which can be excused from the energy efficient heater type where owners corporation rules or cost make it unreasonable, as long as a fixed heater is installed and the renter is told before signing.

How much is a rental minimum standards inspection in Tarneit?

It depends on the size of the property. The quote form gives you a price for your address before you book.

How long does it take, and can a renter still be living there?

Most Tarneit houses take one to two hours on site. A tenanted property can be inspected with the notice the rental agreement requires, although many owners book between tenancies, when repairs are also easiest to arrange.

Is this the same as an entry condition report?

No. A condition report records the state of the property so bond claims can be settled later. The minimum standards inspection decides whether the property can legally be let at all. Do the standards inspection first, fix the list, then complete the condition report.

Who carries out the inspection, and which areas do you cover?

A registered building practitioner who inspects in Tarneit most weeks. We cover Tarneit 3029 and the surrounding Wyndham suburbs, including Truganina, Hoppers Crossing, Werribee and Wyndham Vale.
